Transition Plan for Monitor Filter Replacement & WIF Sensor

With the recent clarification in JIG Technical Newsletter 9 (24 Feb 2021), it is clear that operators are now able to include new filter technologies yet to be included in the JIG standards, such as the Parker Velcon CDFX water barrier filter, as part of their Transition Plan which JIG members are encouraged to develop by the end of March 2021. Monitors can still be used up to 31 July 2023 so this will allow operators to fully evaluate the effectiveness of the CDFX for themselves. An excerpt from JIG TN9 is shown below:

JIG Technical Newsletter 9 – Filtration Field Trials Update

This update includes the latest information from the Joint Industry Filtration Field Trials as well as the status of new technologies intended to support the replacement of FM in aviation fuelling operations.

This includes an update on the Parker Velcon CDFX water barrier filter field trials and notably it also mentions that “To date the technology has operated reliably to remove water and particulate with no downstream sensor alarms or warnings”.

Parker Velcon CDFX elements are 100% qualified to EI 1588 1st Edition and can be installed at fueling locations not required to meet A4A or JIG operating standards; including General/Business/ Private Aviation as well as Military Aviation.

For commercial applications, the CDFX is currently undergoing JIPL field trials and it is highly expected to become a part of the operating manuals for both A4A and JIG in 2021.

Filter Monitors Withdrawn From JIG only from 1 July 2023, A4A phase-out to be determined.

JIG has announced in Bulletin No. 132 that Filter Monitors will be withdrawn from the JIG Standards with effect from 1st July 2023. This will allow sufficient time for drop-in replacements such as Parker Velcon’s CDFX Water Barrier Filter to complete its field trials which are expected to be completed before the end of 2021. The availability of the CDFX filter elements is expected to be made available shortly thereafter, well before the date 2023 dateline.

[CLARIFIER] CDFX Update – Field Trials and DDF Project Status

Please find attached below the latest Clarifier newsletter from Parker Velcon. I believe there has been a lot of interest in the development of Filter Monitor replacements, so this newsletter will answer some of your questions. Here are some highlights from the newsletter:
  1. Preliminary Field Trials of Parker Velcon’s CDFX water barrier filter have commenced.
  2. The CDFX is currently the only alternative technology capable of removing both dirt and water.
  3. Parker Velcon will continue to supply CDF monitors to its customers in line with industry guidelines.
  4. Parker Velcon has stopped developing its own DDF as its own tests have shown

Update on EI 1583 7th Edition Filter Monitors

Recently, the Energy Institute (“EI”) confirmed that it will withdraw specification EI-1583 no later than December 31, 2020. However, as detailed in the attached May 2020 IATA, JIG and A4A Bulletin (“Bulletin”), EI-1583 7th edition filter monitors will remain listed in ATA103 and JIG standards. EI has also stated that existing qualifications for such filter monitors will remain valid even after the specification is withdrawn, provided that no changes are made to the design, materials, or construction. Accordingly, Parker Velcon will continue to supply previously qualified 7th edition filter monitors until such time as our barrier filter technology completes Joint

Joint Industrial Announcement on Monitors

The attached announcement from IATA, JIG & A4A provides an update on the current status of the ongoing field trials of ALL new alternative technologies for Filter Monitors.

In summary:
  • The COVID-19 outbreak has caused significant disruption to field trials and will not be able to be completed by previously set datelines. The originally proposed industry roadmap cannot, therefore, be met.
  • The Energy Institute (EI), has confirmed that the EI 1583 specification will be withdrawn at the end of 2020. However, due to the current unavailability of a suitable drop-in replacement for monitors, JIG & ATA103 standards will continue to
